The Russians Are Coming!

This is a nice follow up to our post on November 29th about the failed fuel delivery to Nome, Alaska. The Jones Act Actually gets in the way of a more economical solution. I will also be a historical event for the Nome and the State of Alaska.

A failed marine delivery of 1.6 million gallons of fuel due to November’s storm spurred the leadership at the Sitnasuak Native Corporation in Nome to get creative. They’re looking to Russian and Korean companies to keep fuel costs down in the Western Alaskan community.
Sitnasuak and a Russian shipping company may very well make history this month. Sitnasuak Native Corporation has signed a contract with Vitus Marine to deliver 1.5 million gallons of fuel to Nome – via marine tanker. The delivery in the double-hulled Ice Classed Russian tanker is scheduled for late December and will replace the 1.6 million gallons that was not delivered by Delta Western due to the November storm.
If the newly-planned delivery is successful, Sitnasuak Board Chairman Jason Evans says the voyage will mark the first time a marine fuel delivery is made to a Western Alaska community in winter.
Evans says, overall, while untraditional, the icebreaking option is significantly lower in costs than flying fuel to Nome. He says there are too many variables at this point for a specific number that consumers will eventually pay.
The Russian vessel, the Renda is currently in Vladivostok, Russia and will be inspected by the Coast Guard on Wednesday. The Jones Act states that a foreign vessel cannot carry cargo from the U.S. to the U.S., so the fuel will be purchased in Inchon Korea. Evans says there will be added costs to this mode of delivery.
When it comes to Delta Western – the company that did not deliver the original fuel purchase – Vice President Kirk Payne says he’s not sure what fair share means.
Payne says there are no lawyers involved and nothing has been filed. He says a dialogue continues between the two companies.
The double-hulled Ice-Class Russian tanker the Renda is certified to travel through four feet of ice and recently traveled through five feet of ice while delivering fuel to the Russian Far East. It’s unclear whether the Renda will dock at the inner or outer harbor once it arrives in Nome. The tanker has two kilometers of hose that could be put over the ice to the fuel depot.
The U.S. Coast Guard is getting approval for the U.S.’s only icebreaker – the Healy – to remain in the area until the delivery is made.

3rd Fast Response Cutter Launched Today

WASHINGTON — The Coast Guard announced Wednesday the launch of its third Sentinel-class, Fast Response Cutter, the William Flores, at Bollinger Shipyards, Lockport, La.
The launch of the William Flores into the waters of Bayou Lafourche marks a production milestone as the Fast Response Cutter readies for sea trials, delivery, crew training and eventual commissioning.
“The Coast Guard’s new Fast Response Cutters are national assets, unique to the United States and uniquely equipped to respond to all threats and all events in times of crisis,” said Cmdr. Chris O’Neil, chief of media relations for the U.S. Coast Guard. “The Sentinel-class Fast Response Cutters will be capable of speeds in excess of 28 knots and operating in seas up to 18-feet. Armed with a 25-mm chain gun and four, .50 caliber machine guns, the speed, stability and firepower of the Fast Response Cutter deliver tremendous lifesaving, law enforcement and homeland security capabilities in the same package. Like the Island-class patrol boats the Fast Response Cutters replace, the fleet of 58 Sentinel-class cutters will serve as the workhorses of America's littoral, maritime fleet.”
Seaman Apprentice William Flores, namesake of the cutter, posthumously received the Coast Guard Medal, the service’s highest award for heroism not involving combat, for his unselfish acts and sacrifice Jan. 28, 1980, following the collision between the Coast Guard Cutter Blackthorn and the tanker Capricorn. Flores and another crewmember threw life jackets to their shipmates who had jumped into the water. Later, when his companion abandoned ship as the Blackthorn began to submerge, Flores, who was less than a year out of boot camp, remained behind and used his belt to strap open the life jacket locker door, allowing additional life jackets to float to the surface. Even after most crewmembers abandoned ship, the 19-year-old Flores remained aboard Blackthorn to assist trapped shipmates and to comfort those who were injured and disoriented. Seaman Apprentice William Ray “Billy” Flores and 22 other Coast Guardsmen perished as the Blackthorn capsized and sank near the entrance of Tampa Bay, Fla. Twenty seven of his shipmates survived.
After commissioning, the William Flores will be homeported in Miami, with a crew of 24 to conduct alien migrant interdiction operations, port, waterways and coastal security patrols, search and rescue and national defense missions.
Named for enlisted Coast Guard heroes, Fast Response Cutters have an overall length of 154 feet, a beam of 26 feet and are capable of speeds in excess of 28 knots. The Fast Response Cutter also features a stern launch ramp for rapid and safe deployment of its 7.9-meter small boat. The William Flores is scheduled to be delivered and commissioned in 2012.

Clipper Daisy diverts to rendezvous with sailboat and medevac man





The following is the text of a press release issued by the U.S. Coast Guard:
25 November 2011

(PORTSMOUTH, Va.) -- Crewmembers aboard two merchant ships responded to the Coast Guard’s call for assistance to medevac a Canadian man reportedly experiencing signs of a heart attack aboard his sailboat 170 miles southwest of Bermuda, Thursday.
Watchstanders at the Coast Guard 5th District Command Center, internationally known as Rescue Coordination Center Norfolk, coordinated the rescue using the Automated Mutual–Assistance Vessel Rescue System after receiving notification from Nicole Gaudreault, an amateur radio operator from Montreal.

The wife of the man experiencing the symptoms initially called Gaudreault stating she was a nurse and believed her husband needed to be medevaced. She also said they were aboard the Argo V, a 36-foot sailboat and were en route to St. Martin.

Two AMVER vessel crews responded to the Coast Guard’s enhanced group call.
A crewmember from aboard the merchant vessel Mary Ann Hudson stated they were approximately 120 miles from the Argo V, were willing to divert and the crewmember also said they had heart medication aboard.

The crew of the Clipper Daisy also responded to the call for assistance saying they did not have heart medication but were willing to divert to the Argo V’s position to take the man aboard and transport him to Bermuda.

The wife aboard Argo V altered her course to head toward Bermuda, but was unable to continue because of strong winds and 6-foot seas.
The crew of the Clipper Daisy rendezvoused with the Argo V at approximately midnight Thursday and took the man aboard. The man is currently being transferred to Bermuda then to a local hospital.
“This case is a prime example of the outstanding coordination using various tools in the search and rescue system to include amateur radio operators, AMVER system and Rescue Coordination Center Bermuda,” said Lt. Cmdr. James Klein, chief of the Rescue Coordination Center Norfolk.

Barge Breaks Lose, Runs Aground

MILWAUKEE — Personnel from U.S. Coast Guard Sector Lake Michigan are conducting a marine casualty investigation after a barge broke free while being towed by a tug and ran aground in Lake Michigan near Sheboygan, Wis., Nov. 24, 2011.

Marine investigators from Sector Lake Michigan arrived on scene on Friday Morning and are monitoring the situation until the barge can be re-floated and examined. The barge is reportedly carrying a cargo of rocks. There are no reports of pollution or environmental hazards.

The Coast Guard advises that people stand clear of the salvage area until the barge is free of the lake bottom.

The empty barge broke away from the tugboat Donald C during a routine transit toward Manitowoc, Wis., Thursday evening. The crew of the Donald C was unable to regain control of the barge because of rough seas and heavy winds.

Marine investigators from Sector Lake Michigan arrived on scene on Friday Morning and are monitoring the situation until the barge can be re-floated and examined. The barge is reportedly carrying a cargo of rocks. There are no reports of pollution or environmental hazards.

Multiple River Bars Closed in Oregon and Washington

Coast Guard says Columbia River is among the closures

The following is the text of a press release issued by the U.S. Coast Guard:

(SEATTLE) -- The Coast Guard Captain of the Port (COTP) Sector Columbia River, in Astoria, Ore., and the COTP Sector Puget Sound in Seattle issued the closure of multiple river bars within Oregon and Washington due to hazardous conditions Thursday. The bars at Quillayute River, Wash., Grays Harbor, Wash., and the Columbia River are closed.

The bar closure applies to all vessels and any request to transit the bars prior to reopening must be approved by the COTP, Sector Columbia River. Mariners may contact the Coast Guard on VHF-FM Channel 16 or Sector Columbia River by telephone at (503) 861-6211 or Coast Guard Sector Puget Sound at 206-217-6001 for further information or to request crossing.

The Coast Guard will re-evaluate the bar closure on an ongoing basis and will re-open the waterway as soon as the offshore weather improves.

The Coast Guard understands the effects these closures have on commerce and will make every effort to re-open these waterways as soon as they are considered safe for navigation.

Coast Guard, partner agencies continue preparations for international offshore drilling

MIAMI — The U.S. Coast Guard continues to work closely with federal, state and local agencies as well as maritime industry officials to update contingency plans to ensure readiness to respond to any potential oil spills in international waters that could potentially impact U.S. waters and coastline.
At the local-level, Coast Guard Sectors Jacksonville, Miami, Key West and St. Petersburg are updating their respective Area Contingency Plan, which will have specific response guidance pertaining to, the near and on-shore response efforts to be conducted along all of the State of Florida coastline that is within the 7th Coast Guard District’s area of responsibility.
On a broader scale, the Coast Guard is overseeing work on an Offshore Drill Response Plan and Regional Contingency Plan that focuses on response operations; strategies and tactics that will be employed out at sea to combat a spill and other response operations.
"Our primary focus for the past several months has been updating our contingency plans, ensuring they are ready to be activated in the event an incident was to occur that posed a substantial risk to our marine environment, and ensuring that lessons learned from the Deepwater Horizon oil spill are incorporated into our plans," said Capt. John Slaughter, chief of planning, readiness, and response for the 7th Coast Guard District.
Another important focus has been ongoing interagency engagement. More than 80 Coast Guard representatives and officials from South Florida coastal counties, Departments of Commerce, Defense, National Oceanic and Atmospheric Administration, Bureau of Safety and Environmental Enforcement, Department of Treasury, Environmental Protection Agency, the State of Florida Department of Environmental Management and Department of Environmental Protection, and maritime industry held a table top exercise Thursday utilizing response plans to address a fictitious international spill off the coast of Florida. The exercise allowed participants to discuss sensitive environmental areas, planning strategies, likely issues and response coordination principles that responders would face, as well as gather additional information to use in future planning.
"Our engagement with these preparedness efforts has been and continues to be far reaching and therefore includes a host of federal, state, and local and private entities," added Slaughter.
The exercise is one of the many actions to ensure readiness and mutual cooperation among the U.S. response community. As the designated federal on scene coordinator for any coastal spill, the Coast Guard's objective is to ensure the response community has the opportunity to review plans, identify needed updates and be ready for proposed offshore drilling outside U.S. waters.
“Protecting the marine environment from accidental oil and chemical spills is a key mission of the U.S. Coast Guard," said Rear Adm. Bill Baumgartner, commander of the 7th Coast Guard District. "These efforts are ongoing and the U.S. Coast Guard will continue to maximize information sharing, preparation, and training with all involved to ensure sound strategies and liaisons are built to prepare for and respond to any potential environmental threat to U.S. waters.”

Coast Guard Warnings For Winter Storm


This is a press release from the Coast Guard's 13th District. There is a major storm front heading towards the Pacific Northwest and these are measures to prepare that the Coast Guard is recommending.


SEATTLE — With severe weather approaching and forecasts of strong winds and heavy surf, the Coast Guard reminds boaters and beach-goers to be prepared and stay aware; and reminds mariners to take the necessary steps to ensure that their boats are properly secured.
“During the fall and winter storms in this region, the Coast Guard receives several reports of vessels adrift in Puget Sound, Washington and Oregon coasts. These adrift vessels not only represent a possible loss of property for the owners, they are significant hazards to navigation and pose a serious environmental threat as chemicals and fuels onboard can spill should the vessels break apart,” said Capt. David Klipp, 13th Coast Guard District’s Chief of Response. “Coast Guard crews are also put at risk when responding to these boats in rough waters.”
Boaters, beach-goers and those living in areas with a potential for flooding should follow these guidelines to ensure their safety:
Watch the weather forecast closely and pay attention to small craft advisories issued by the National Weather Service. Small craft advisory conditions are dangerous to even the most seasoned professional mariner in the most seaworthy vessels.
Exercise extreme caution on beaches and jetties: Sudden, powerful waves can engulf the entire beach, knocking people down or throwing them violently against nearby rocks. Once in the water, strong currents can pull people out to sea. Beachgoers should also stay away from driftwood floating in the water or resting on shore. Logs can weigh several tons and can quickly be picked up by an unexpected wave and tossed onto people. Jetties are also dangerous due to unstable surfaces and slippery conditions. Large gaps in jetty structures can also trap people who slip and fall while walking on the rocks. Be aware of rising tides – high tides can trap people on rock formations and in coves. Always let someone know where you are going, walk with a buddy and be weather and surf aware.
If it has been raining hard for several hours, or steadily raining for several days, be alert to the possibility of a flood.
Minimize contact with flood water – Standing water from flooding can carry diseases and hazardous chemicals. If you get your water from a well and water floods into your pump house – check to see if water from the ground went down your well. If so, or if you’re not sure, boil your water before using it for drinking or cooking for yourself or your pets. If water floods your septic system, minimize your use of water for washing and wait for the water level to drop. If you come in contact with standing water, wash carefully before you eat or drink.
Assemble a disaster preparedness kit – a good disaster kit should include: a first aid kit and essential medications, canned food and a can opener, at least three gallons of water per person, protective clothing, rain gear, and bedding or sleeping bags, battery-powered radio, flashlight, and extra batteries, special items for infants, elderly, or disabled family members, written instructions for how to turn off electricity, gas and water if authorities advise you to do so (remember, you’ll need a professional to turn them back on.)
Stay high and dry – move to higher ground away from rivers, streams, creeks, and storm drains. Do not drive around barricades, they are there for your safety. If your car stalls in rapidly rising waters, abandon it immediately and climb to higher ground.

Vessel owners should take the following precautions to assure their vessels are secure:
Cover your boat: Heavy rains can flood boats and even cause sinking in extreme cases. Protect your boat and be sure your vessel is adequately covered when it is moored up to prevent flooding. If you can’t bring your boat onto shore, make sure it is securely fastened to its dock. Vessels that break free from their moorings can become a hazard to navigation and endanger the lives of those who must retrieve them.
Check all of your anchor and mooring lines. Double the lines up for added strength. Ensure all lines and tackle are in good condition.
Ensure you have a storm anchor. The anchor that comes with a boat is often inadequate for the storms in the Pacific Northwest. An improper or inadequate anchor can cause your boat to drift and may lead to unnecessary search-and-rescue calls.
Small boats should be removed from the water and moved to a secure location well above tidal and flood areas to ensure they are not washed out to sea.
Ensure boat registration numbers are updated with correct owner information. Consider keeping owner contact information on vessel itself. With this information, agencies responding to adrift vessels can promptly return the vessel to its owner.
If you are going to be underway, you should take the following precautions:
Wear Personal Floatation Devices: Life jackets – bring one for each person. History has shown that the chance of survival greatly increases if an individual is wearing a personal floatation device. Have a Marine Radio: Investing in a good VHF radio is a smart purchase. Cell phones should not be used as a primary means of emergency communication on the water where reception may be poor or unavailable. A VHF radio has a strong signal and distress calls are received by everyone monitoring a VHF radio in range, whereas cell phone communications are point-to-point. Use VHF Channel 16 for emergencies. Float Plan: A float plan is a written statement of the details of an intended voyage usually filed with a friend, neighbor and/or marina operator or; a document that specifically describes the vessel, equipment, crew, and itinerary of a planned voyage. Leave a copy with a friend, relative or local marina before heading out on the water. If a vessel has an emergency or is overdue, pertinent information will be available to provide local marine police or the Coast Guard. If delayed, boaters should inform those with the float plan, and be sure to notify them upon returning so the float plan can be "closed out" and an unnecessary and costly search avoided. ACR ResQLink Awarded Five Year US Coast Guard Contract For Up To 5,000 Personal Locator Beacons

ResQ-Link.png Buy Yours Now!FORT LAUDERDALE, Florida - Cobham has been awarded a US Coast Guard contract to supply up to 5,000 406 MHz ACR Electronics Personal Locator Beacons (PLBs), called ResQLink™. ACR, a business unit of Cobham Commercial Systems, will provide up to 1,000 units per year under this five year contract, with a contract extension possible after the fifth year.

The ResQLink™ is small and light enough to hold comfortably in one hand yet powerful enough to guide rescuers to within 100 meters or less of the user's position in a life-threatening emergency. Many of the GPS-enabled ResQLink™ PLBs are to be used by the US Coast Guard's small and medium response boat crews.

Holiday Parade Warnings from the Coast Guard.

The following is the text of a press release issued by the U.S. Coast Guard:
(SAN PEDRO, Calif.) -- With the holiday boat parade season upon us, the Coast Guard wants to remind boaters and observers of certain safety pointers.
General safety hazards for ALL boat operations:

Illegal charters
Overloaded or unsafe electrical systems due to Christmas lights
Too many passengers affect stability of vessels – ensure compliance with maximum capacity
Recreational boats cannot charge passengers to board their vessels – illegal, resulting in fines
5 knot speed limit strictly enforced during all boat parades
Spot checks may be conducted on certified T-Boats:
Adequate number of lifejackets
Merchant Mariner licenses onboard
Adequate number of crewmembers
Compliance with vessel security plans
Just like in past years, Coast Guard marine inspectors will be conducting additional inspections of vessels involved in the parades and evening trips.

Coast Guard medevacs fisherman north of Cold Bay

KODIAK, Alaska — A Coast Guard Air Station Kodiak MH-60 Jayhawk helicopter crew medevaced a man from a 150-foot fishing vessel 60 miles north of Cold Bay Monday.
Communications Station Kodiak watchstanders received a radio call at about 1:22 p.m. from the crew of the Wizard reporting a 28-year-old male collapsed and was showing signs of dehydration and shock.
The Jayhawk rescue crew was on a training flight when they heard the call. They self-diverted to the location of the Wizard and safely hoisted the man. The rescue crew transferred the man to Cold Bay clinic personnel for further evaluation at about 3:20 p.m.
“As COMMSTA was receiving the initial call, multiple Coast Guard assets overheard it,” said Chief Petty Officer Jeffrey Roberto, District 17 operations unit controller. “With the attentiveness of our crews, we were able to assist this man in an expeditious manner.”
The fishing vessel Wizard is a crabber based out of Seattle.

MIAMI — The crew of the Coast Guard Cutter Seneca responded to a sinking barge approximately 10 miles east of Miami Monday afternoon.
The crew of a 94-foot tug boat towing a 270-foot barge notified Coast Guard Sector Miami watchstanders they were experiencing fuel problems and later became disabled and adrift.
The cutter Seneca arrived on scene and took the tug in tow. The crew of the Coast Guard Cutter Diamondback and a Coast Guard Air Station Miami HC-144 Ocean Sentry aircrew also arrived on scene to monitor the situation.
The barge, which has 33 empty containers on deck, was believed to be taking on water. Divers from TowBoat U.S. are attempting to dewater the barge. A commercial tugboat is scheduled to arrive on scene Tuesday morning to relieve the cutter Seneca of its tow.
The cutter Seneca is a 270-foot medium endurance cutter homeported in Boston.
The cutter Diamondback is an 87-foot patrol boat homeported in Miami Beach, Fla.

Shipping Company Pleads Guilty to Pollution Charges

The following is the text of a press release issued by the U.S. Attorney for the District of Oregon:
(PORTLAND, Ore.)– U.S. Attorney S. Amanda Marshall and Oregon Attorney General John Kroger jointly announced that the owner and operator of a Cyprus-based ship pleaded guilty today to felony oil pollution charges.

A.E. Nomikos Shipping Inv. Ltd. and Lounia Shipping Co. Ltd. pleaded guilty to one count each of violating the Act to Prevent Pollution from Ships, and knowingly making false statements to the U.S. Coast Guard. As part of the plea agreement, the companies agreed to pay a $750,000 fine. Half of the fine – $375,000 – will go to the Oregon Governor’s Fund for the Environment, which is dedicated to local environmental cleanup and restoration efforts focused on preserving and protecting Oregon’s rivers, watersheds, and fish and wildlife.

Nomikos was the operator and technical manager of the Arion SB, a bulk carrier that operated under the flag of Cyprus. Nomikos provided management services pursuant to a contract with Lounia, the registered owner of the Arion SB. Nomikos is headquartered in Piraeus, Greece. Lounia is headquartered in Cyprus.
Representatives of the companies entered guilty pleas before U.S. District Judge Michael H. Simon today, after which Judge Simon imposed sentence. In addition to the $750,000 fine, Judge Simon sentenced both defendants to three years probation, during which both defendants will be required to fund and implement an Environmental Compliance Plan.

An investigation revealed that between at least June 2011 and October 16, 2011, Nomikos and Lounia, acting through their agents and employees, directed subordinate engine room crew to run the Arion SB’s Oil Water Separator improperly. Specifically, the Chief Engineer instructed the Second Engineer to pipe fresh, clean water directly into the Oil Content Meter for the purpose of blinding the Arion SB’s Oil Content Meter, so that it would not function properly to prevent the overboard discharge of oil-contaminated waste in excess of 15 ppm. The Chief Engineer failed to include any entries in the Arion SB’s Oil Record Book relating to the crew’s improper use of fresh water to manipulate the vessel’s Oil Content Meter, and also included inaccurate entries in the Oil Record Book regarding the crew’s use of the vessel’s Waste Oil Incinerator.

“The sentences imposed today should send a clear message that the United States will hold vessels responsible for dumping oil in our oceans and for lying to the United States Coast Guard. We are pleased that the court allocated $375,000 of the fine to be used here in Oregon to benefit our environment,” said U.S. Attorney S. Amanda Marshall.

“The Oregon Department of Justice is deeply committed to holding polluters accountable when they break the law,” said Attorney General John Kroger.

This case came to light after the United States Coast Guard boarded the Arion SB, on or about October 16, 2011, to conduct a Port State Control Safety Exam for the vessel.

“This case demonstrates our commitment to ensuring that vessels calling on U.S. ports fully comply with U.S. laws and international treaties,” stated Rear Admiral Keith A. Taylor, Commander, Thirteenth Coast Guard District.

The case was jointly investigated and prosecuted by federal and state authorities. The case was investigated by the U.S. Coast Guard, U.S. Coast Guard Investigative Service, and Environmental Protection Agency Criminal Investigation Division. Assistant U.S. Attorney Stacie F. Beckerman and Special Assistant U.S. Attorney Patrick Flanagan of the Oregon Department of Justice’s Environmental Crimes Unit prosecuted the case.

Mustang Survival Issues Recall on MD2010 and MD2012

In keeping with Mustang Survival’s commitment to the highest levels of product quality and safety, Mustang Survival is voluntarily recalling all model number MD2010 and MD2012 inflatable personal flotation devices (PFDs) sold in the United States during 2011.

This recall is being issued for the inspection and repair of an inflator installation inconsistency that may prevent some units from fully inflating. A solution has been developed that corrects any affected products and prevents re-occurrence of this issue. The inspection and repair can only be performed at a Mustang Survival factory.

This recall notification is only for the MD2010 and MD2012 22LB buoyancy inflatable PFDs. No other Mustang Survival products are affected as they utilize different inflator assembly methods.

“We have a detailed plan already in action to inform dealers and consumers of this recall and to collect, inspect and repair any model MD2010 and MD2012 inflatables that are affected,” commented Jason Leggatt, VP of Research, Development and Quality at Mustang Survival, “We will continue to work with the US Coast Guard and our dealers to implement the inspections and repairs for our customers.”

Coast Guard Reccomends Changing Shipping Lanes For Blue Whales.





The U.S. Coast Guard has recommended shifting the shipping lanes in the Santa Barbara Channel to move cargo ships out of the way of whales feeding in the Channel Islands National Marine Sanctuary.

A proposal published Tuesday would narrow the lanes and move one of them north of a steep, underwater drop-off near Santa Cruz and Santa Rosa islands where endangered blue, fin and humpback whales have been congregating to feed on krill, saying it would “help in preserving the marine environment.”

Federal wildlife officials and environmental groups have been alarmed by the presence of whales in shipping lanes, which they worry puts the giant marine mammals at greater risk of being struck and killed by the hulking vessels that ferry goods in and out of the Los Angeles-Long Beach port complex.

Four blue whales were struck and killed by vessels near the Channel Islands sanctuary in 2007, prompting authorities to start issuing notices asking large vessels to slow down when whales are in the area.

The threat of collisions also has been of growing concern outside Los Angeles Harbor, where blue whales have been gathering to feed in dense concentrations in the path of a major shipping lane.

The Coast Guard proposal also calls for establishing new shipping lanes south of the Channel Islands, where some freighters have been navigating to avoid the state's strict air pollution curbs, prompting complaints from the Navy that they were getting too close to military testing ranges.

Unbounded ship traffic, the Coast Guard says, is a safety concern and a defined route would ensure more predictability.

Environmental groups, who have petitioned the Obama administration to establish a ship speed limit through California's four national marine sanctuaries to protect whales, praised the idea to move the lanes away from feeding areas. But they expressed disappointment that the Coast Guard’s proposal did not include speed restrictions.

BOSTON — The U.S. Coast Guard, Rhode Island Department of Environmental Management, Newport, R.I., Harbormaster, Save The Bay, Rhode Island Turnpike and Bridge Authority and Abhe & Svoboda, Inc., owner of the barge and RITBA contractor, have set up a unified command in response to a sunken barge directly under the Newport/Pell Bridge in Newport, R.I.
Watchstanders at Coast Guard Sector Southeastern New England received a report Sunday of a sunken barge near the east of the bridge pier that marks the east side of the navigation channel beneath the bridge.
The construction barge was being used in conjunction with a major painting operation on the Newport/Pell Bridge. On the barge’s deck were several pieces of large equipment, including large air compressors and vacuums, used for the painting operation. Although the barge itself contained no oil or fuel, there were several portable tanks and pieces of diesel run equipment secured to the deck.
The combined total capacity of the tanks and equipment is estimated at 3,900 gallons of diesel fuel, though only 2,400 gallons is reportedly onboard.
Divers surveyed the sunken barge Monday and plugged all accessible fuel tank vents to prevent leakage. Minor sheening has been detected above the barge and approximately 1,500 feet of oil-absorbent boom has been deployed on the surface around the barge's location to contain the sheen. No sheen was observed Tuesday.
"Whenever there is a threat of an oil spill in the marine environment, the Coast Guard ensures that all responsible parties take appropriate actions and timely action to mitigate that threat," said Cmdr. Paul Lattanzi, prevention department head, Coast Guard Sector Southeastern New England. "I am happy to report that this is happening in this case."
The unified command adopted a salvage plan Tuesday and salvage operations to raise the barge are scheduled to begin this week. The site will be continuously monitored by the Coast Guard and a pollution response contractor to detect and contain any pollution originating from the barge. Contingency plans are also being developed and equipment is pre-positioned to protect nearby sensitive areas.
“Save The Bay is coordinating with the Coast Guard, Rhode Island Department of Environmental Management, and the contractors on booming strategies to protect sensitive areas and marine life” said John Torgan of Save The Bay. “At this time, we are not seeing any significant impacts.”

Coast Guard Detains Egyptian Cargo Vessel for Safety and Security Violations.

The following is a press release from the U.S. Coast Guard dated 01 NOV 2011.
(PORTLAND, Ore.) -- Coast Guard Sector Columbia River detained a foreign freight vessel for failure to comply with international and domestic regulations regarding safety, security, and environmental protection.

Early last week, while preparing to cross the Columbia River Bar, the 734-foot Egyptian cargo ship EDFU experienced a significant reduction in propulsion power. The vessel’s crew conducted an emergency anchoring operation until assist tugs could arrive on scene. Over the ensuing hours, the Coast Guard worked with the Columbia River Bar Pilots Association and local area response tugs to bring the vessel safely to berth in the Port of Astoria, Ore.

Shortly thereafter, Coast Guard inspectors from Marine Safety Unit Portland attended the ship in the Port of Astoria to investigate the loss of propulsion and ensure the vessel’s compliance with other safety and security regulations. While onboard, the inspectors discovered numerous deficiencies including cracked and deteriorated firefighting piping which prevented the ship’s crew from being able to respond to a fire aboard the ship. Furthermore, the vessel failed a critical security inspection and was not in compliance with its Security Plan. Capt. Bruce Jones, Commanding Officer of Sector Columbia River and Coast Guard Captain of the Port, issued an order detaining EDFU until all safety and security measures were corrected.

“EDFU’s failure to comply with numerous provisions of the SOLAS (Safety of Life At Sea) Convention, the ISPS (International Ship and Port Facility Security) Code and the ISM (International Safety Management) Code are unacceptable,” said Capt. Jones. “The economic vitality and security of our region depend upon the majority of maritime industry members who fully abide by U. S. and international safety, security and environmental standards. The Coast Guard remains committed to protecting our region by actively preventing and responding to any and all maritime threats.”

The ship has since come into full compliance with all security measures and has made substantial progress towards fully repairing the firefighting piping system and its associated components.

This case is an example of how the Coast Guard protects our nation’s maritime transportation system from substandard ships, and protects our ports and vital natural resources from accidental or intentional discharges of oil or hazardous material. The Coast Guard Captain of the Port will continue diligent oversight of all vessels subject to international and domestic laws and treaties to ensure they continue to comply with all applicable safety and security regulations in order to protect the people of our community, our environment, and our ports.
